Deloitte Financial Advisory Services LLP of New York has hired Don Barbo, 44, as a director in Dallas.

Previously, he served as the director of health care valuations services for Hill Schwartz Spilker Keller LLC, a valuation and litigation consulting firm based in Houston.

In addition, Deloitte Financial Advisory Services has hired John Doyle, 49, as a director in its reorganization services group in Chicago. Previously, he was an independent contractor at Grafton, Mass.-based Argus Management Corp., a management consulting company, where he provided interim management and advisory services.

NAVA Inc. of Reston, Va., has hired Capitol Hill veteran Chris Paulitz, 33, as vice president of communications and public affairs.

He will help round out a new executive team designed to move NAVA forward with its revamped mission focusing on advocacy, education and regulation of insured retirement solutions. A rebranding effort is the first big project in line with the new mission.

Mr. Paulitz most recently served as senior adviser and communications director for Sen. George V. Voinovich, R-Ohio.

McDonnell Investment Management LLC, an Oak Brook, Ill.-based fixed-income asset manager, has hired Ryan C. Jaggers, 39, as director of institutional portfolio solutions.

He will focus on business development in the insurance sector. Previously, Mr. Jaggers was senior director of U.S. institutional sales, service and relationship management at Invesco Institutional (NA) Inc. of Atlanta.

StrategicPoint Investment Advisors of Providence, R.I., has promoted Betsey Purinton, 59, to vice president and chief financial planner, from director of financial planning and senior adviser.

She will oversee the financial planning department, which creates written plans, sets the firm’s financial planning policy and produces the regular wealth management newsletter.

Ms. Purinton will also serve on the management committee, which sets corporate policy, and the investment and portfolio committees, which determine the firm’s investment strategy.

Burnham Asset Management Corp. of New York has hired Gary W. Lantta, 56, as managing director of business development.

In this newly created position, he will be responsible for developing, directing and implementing a cohesive marketing strategy for Burnham’s mutual funds, managed accounts and alternative-investment products. Mr. Lantta will also be active in product development and attracting new business ventures.

Previously, he was managing director of business development at Dallas-based David W. Tice & Associates Inc.

Market Street Advisors LLC, a Smithfield, N.C.-based branch of Cantella & Co. Inc. of Boston, has opened a new office in Wilmington, N.C., with Scott Hall, 26, a representative and registered principal, as the office’s manager and Jackie Willse, 26, as business development officer.

Previously, Mr. Scott was a registered rep with Market Street, and Ms. Willse was North Carolina regional manager for Dormia Mattresses of Jessup, Md.

The Penn Mutual Life Insurance Co. of Horsham, Pa., has hired William J. Stevens, 47, as vice president of field learning and development.

He will be responsible for creating strategies to drive the learning agenda for Penn Mutual’s field leaders and producers, and will coordinate training efforts such as building of skills and mastery or prospecting, marketing, product, technology and selling systems.

Previously, Mr. Stevens served as assistant vice president for agency growth, development and agency integration, and was responsible for recruiting field leadership and the development of agencies at New York-based Guardian Life Insurance Company of America.

Benefit Plans Plus LLC of St. Louis has promoted Patrick Shelton, 41, to managing member, from member.

He maintains responsibility for overall practice management and growth, and is responsible for business development and developing new initiatives.

UBS AG of Zurich, Switzerland, has hired Ananias (Andy) Blocker, 40, as a managing director in its U.S. public policy office. 

He is based in Washington and will represent UBS on banking, securities and other financial services issues on Capitol Hill and with the executive branch.

Mr. Blocker worked most recently at the New York Stock Exchange, where he was vice president of government relations, focusing on a range of market structure, corporate governance, international and tax issues.
