The SEC is seeking comment on proposed rules that aim to prevent significant market disruption. The securities exchanges and the Financial Industry Regulatory Authority Inc. filed the proposal, which would allow the exchanges and Finra to pause trading in certain individual stocks if the prices moves 10% or more in a five-minute period.
