Lawmakers soon are expected to begin debating whether to allow the Bush tax cuts to expire at the end of the year as planned. If no new tax legislation is passed, the tax reductions passed in 2001 and 2003 will expire. Among the taxes that would rise are marginal income tax rates, taxes on capital gains and dividends, and the estate tax. Congressional debate is expected to begin in the Senate this fall.
