A House bill recently introduced revives past congressional efforts to create private Social Security accounts for workers. Called the Social Security Guarantee Plus Act and introduced by Rep. Ron Lewis, R-Ky., HR 1090 would establish a voluntary program through which workers could receive an income-tax credit equal to 4% of annual earnings, up to $1,000, for money invested in tax-free retirement accounts created under the program.
