* SunAmerica Financial Network Inc. in Los Angeles has named Russ Phillips, 51, chief marketing officer.

Mr. Phillips will be responsible for coordinating the branding, partnering, product and promotional activities for the network’s six subsidiary broker-dealers.

He was senior vice president of sales and marketing for one of the six firms, Royal Alliance Associates in New York, with responsibility for the mutual fund, annuity, insurance and advisory services business units, as well as marketing and due diligence. Prior to that, he was senior vice president of non-proprietary products for Prudential Investments in Newark, N.J.

* LaSalle Bank in Chicago has promoted Patrick J. Kelly, 43, to the new position of managing director of its Boca Raton, Fla.-based broker-dealer services division and has appointed Karen M. Francel, 37, vice president and marketing manager.

Mr. Kelly joined LaSalle more than a year ago as senior vice president and chief administrative officer of the broker-dealer services division. Before, he was president and CEO of Citibank Florida in Miami.

Ms. Francel was first vice president for asset advisory services with KeyCorp’s McDonald Investments Inc. in Cleveland, where she spent 15 years.

* Caldwell & Orkin Inc. in Norcross, Ga., has appointed Robert H. Greenblatt, 40, president of the company. Mr. Greenblatt was a principal and managing partner of Polaris Capital Management Inc. in New York, which he co-founded in 1995. Since 1996, Mr. Greenblatt has served as an independent director of the Caldwell & Orkin Market Opportunity Fund.

* Neuberger Berman Inc. in New York has hired Bradley M. Anderson, 52, and John E. Terzis Jr., 44, to a team managing $1.5 billion in assets for both institutions and rich individuals. Both were previously employed at Mitchell Hutchins Asset Management Inc. in New York.

* Houlihan Lokey Howard & Zukin in Los Angeles has appointed Mark Marmer, 43, vice president of its New York office and David E. West, 42, a director of the Chicago office.

Mr. Marmer will manage engagements for the firm’s real estate group. He spent five years as a real estate/corporate associate in the New York office of the law firm Debevoise & Plimpton.

Mr. West will be responsible for originating private placements of debt, equity and equity-linked securities for the firm’s private-debt and equity placement group.

Mr. West was a managing director with ABN Amro Inc. in Chicago, responsible for originating, structuring and executing private placements of equity and equity-linked securities, and originating high-yield and convertible securities.

Sunrise Capital Partners LP in New York, an investment fund affiliated with Houlihan Lokey, has made Lawrence S. Coben, 43, a principal. Mr. Coben was chief executive officer of Bolivia’s largest private electric generator and distributor, Bolivian Power Co. Ltd., prior to its recent sale to an American-Swedish utility consortium.

* Stoxx Ltd. in Zurich, Switzerland, has named Kevin E. Pilarski regional director of the Americas, a newly created position. Based in Chicago, Mr. Pilarski will be responsible for licensing and marketing Dow Jones Stoxx indexes to U.S. investment management and financial services companies and exchanges throughout North and South America.

Mr. Pilarski, 38, was vice president of sales and relationship management with eSpeed, an electronic order-matching system developed by New York-based Cantor Fitzgerald LP. Prior to that, he served as senior manager of institutional international marketing at the Chicago Board of Trade.

* The Aquila Group of Funds in Louisville, Ky., has appointed Jason McGraw, 29, assistant vice president of Aquila Churchill Tax-Free Fund of Kentucky, which invests in Kentucky municipal securities.

The fund provides Kentucky shareholders with income that is exempt from state, federal and ad valorem taxes.

He previously worked at First Federal Savings Bank in Bardstown, Ky., as an investment broker.

* Villanova Capital in Conshohocken, Pa., has named Paul E. Cluskey health-care portfolio manager. Mr. Cluskey, 29, comes to the firm from Nicholas-Applegate Capital Management in San Diego, where he was co-lead portfolio manager of the Nicholas-Applegate Global Health Care Fund since its inception in September 1999.

Mr. Cluskey also co-managed the Nicholas-Applegate Small Cap Growth Fund and the Nicholas-Applegate Mini Cap Fund.

* New York Life Insurance Co. has appointed Barbara J. McInerney, 48, senior vice president in charge of corporate compliance. Ms. McInerney will be responsible for developing and implementing compliance policies and procedures for New York Life’s approximately 7,000 career agents and for compliance oversight of its SEC-registered subsidiaries and affiliates.

Ms. McInerney previously worked from 1990 to 1998 at Royal Alliance Associates Inc. in New York as senior vice president and general counsel, and she was a staff attorney in the Securities and Exchange Commission’s New York regional office in 1986 and 1987.
