Phoenix Investment Partners in Enfield, Conn., has named Jamie E. Gunter, 40, vice president of retail sales for the state of Pennsylvania. He replaces Michael Guman, who joined OppenheimerFunds Inc. in New York. Mr. Gunter previously served as vice president of New England Funds in Boston.

Vanguard Group Inc. in Valley Forge, Pa., has elected JoAnn Heffernan Heisen, 48, to its board of directors and the board of its mutual funds. She is vice president, chief information officer and an executive committee member of Johnson & Johnson in New Brunswick, N.J.

CIBC World Markets in Toronto has appointed Ellen B. Marshall, 40, managing director in its Credit Capital Markets Group, focusing on restructuring. She had been senior vice president of marketing sales and the institutional client group.

Columbia Banking System Inc. in Tacoma, Wash., has appointed Melanie J. Dressel, 45, president and chief operating officer of Columbia Bank, the company’s commercial banking subsidiary, to replace W. W. Philip, 72, who will retire in the near future. Most recently, Ms. Dressel was executive vice president of retail banking. She is succeeded by Evans Q. “Rex” Whitney, 55, who will retain the role of human resources director.

Hartford Financial Services Group in Hartford, Conn., has named Richard J. Quagliaroli, 50, president of Hartford Commercial. He succeeds William Stanway, 51, who is return-ing home to Britain Sept. 1.

Ivy Management Inc. in Boca Raton, Fla., has named Paul P. Baran, 48, formerly senior vice president and chief investment officer for Central Fidelity National Bank in Richmond, Va., to become portfolio manager of its U.S. equity team.

Limitrader Securities Inc. in Princeton, N.J., has named Joseph M. Krupp Jr., 59, principal and senior sales executive to help launch an electronic bond trading system. He had been a principal in the fixed-income department at Alex. Brown & Sons in New York.

McDonald & Co. Investments Inc. in Cleveland has hired Christopher W. Allick, 45, as managing director and manager of Western states investment banking. Previously, he was executive vice president and co-director of the corporate finance department at Jefferies & Co. Inc. in Los Angeles.

Monitor Capital Advisors, an investment manager in Princeton, N.J., has appointed Lynn Gibson, 49, vice president of marketing and sales. Most recently, she was a sales director in New York Life Benefit Services Inc. in Norwood, Mass.

Orbitex Management Inc. in New York has appointed Richard E. Stierwalt, 43, president and chief executive and a director. He had been president of Bisys Investment Services in Little Falls, N.J. and replaces James L. Nelson, 49, who becomes president and chief executive of parent Orbitex Inc.

Utendahl of New York has named Daniel L. Black, 38, president and chief operating officer of its investment banking and broker-dealer unit. He succeeds John Utendahl, 42, who remains chairman and chief executive. Mr. Black will also serve on the investment policy committee of Utendahl Capital Management LP. He had been senior vice president and co-head of U.S. banking at Bank of New York.
