He had been a partner at Cleary Gottlieb until 2004, when he joined Citigroup Inc. of New York as general counsel of its institutional-clients group.

Delta Global Advisors Inc. of Huntington Beach, Calif., has promoted Michael Pento, 45, to chief economist, from senior marketing strategist.

Mr. Pento, who specializes in the Austrian school of economics, will be responsible for providing theories about the direction of the global economy.

Penn Mutual Life Insurance Co. of Horsham, Pa., has promoted Joseph R. Radovic, 36, to managing director of the Jonson Agency, its career agency in Washington, from sales manager.

The firm has also promoted Kevin Moyer, 41, to assistant vice president of annuity services, new business, contracts, licensing, and registration and commissions, from director of the annuity services center.

In addition, the insurer has hired Joseph P. Mallee III, 30, as a management associate and the director of advanced planning at Independence Financial Associates, Penn Mutual’s career agency in Conshohocken, Pa., from director of advanced planning.

He will serve as the macro manager for advanced-planning cases, coordinating the efforts of attorneys, accountants and trust officers.

Jackson National Asset Management, a subsidiary of Jackson National Life Insurance Co. of Lansing, Mich., has promoted Dan Koors, 38, to senior vice president.

He joined the firm in 2006 as as assistant vice president of fund administration services and was promoted to vice president and chief financial officer in 2007. Mr. Koors has been active in serving clients of the company’s Jackson Fund Services division, which provides fund accounting and administrative services to mutual funds and financial institutions.

In his new role, he will oversee all aspects of the company’s fund administration services, including financial reporting, tax and corporate finance, and will lead the company’s risk management efforts.

UBS Investment Bank of Stamford, Conn., a unit of UBS AG of Zurich, Switzerland, has hired Maurice Marchesini, 45, and Sean Minnihan, 40, as managing directors in the financial institutions group of the investment banking department.

Mr. Marchesini will be based in Los Angeles and cover a range of Midwest and West Coast bank clients. Previously, he was head of financial services investment banking for the Western U.S. region at Morgan Stanley of New York.

Mr. Minnihan will be based in New York and cover financial technology and capital markets clients. Previously, he was head of the financial-technology and securities group at New York-based Banc of America Securities LLC.

The Securities Industry and Financial Markets Association of New York and Washington has hired Leon J. Bijou, 53, as managing director and associate general counsel.

He will serve as part of SIFMA’s capital markets team, working primarily with the municipal division on legal, regulatory and market practice initiatives.

Previously, Mr. Bijou was vice president and associate general counsel at The Goldman Sachs Group Inc. of New York, serving as the general counsel for the municipal bond department. There, he was involved with all aspects of deal origination, remarketings, tenders and structured products, as well as regulatory compliance matters.

The Managed Funds Association of Washington has hired Louis Costantino Jr., 40, as vice president of government relations.

He will be responsible for assisting in the development and implementation of the association’s political and advocacy outreach efforts before the executive branch, Congress and relevant regulatory agencies.

Previously, Mr. Costantino served as director of government affairs at Merrill Lynch & Co. Inc. of New York, where he represented the firm on legislative and regulatory matters affecting its banks and other financial institutions, including savings and retirement, privacy and data protection and mortgage markets.

The association has also hired David M. Landers, 47, as a vice president for its government relations team.

He will be responsible for assisting in the development and implementation of the association’s political and advocacy outreach efforts before the executive branch, Congress and relevant regulatory agencies.

Previously, Mr. Landers served as director for external affairs and public policy for Zurich, Switzerland-based Credit Suisse Group.

The Hartford (Conn.) Financial Services Group Inc. has named Mark Esposito, 51, to chief information officer for its life operations. He had been interim CIO.

He will continue to be responsible for developing and implementing information technology strategies across all the business segments of The Hartford’s life operations and supporting the transition to an integrated, enterprisewide IT model.
