SEC Chairman Christopher Cox said his agency plans this month to unveil a proposal addressing shareholder rights and proxy voting. His hope is to allow public comment early enough for the SEC to take final action before elections of corporate directors in 2008. At issue is shareholders’ ability to nominate candidates to boards of directors using the company’s own proxy materials. A federal court last year ruled that the SEC’s rule governing shareholder access is unevenly applied.
