A proposal that would address shareholder rights and proxy voting is in the pipeline at the Securities and Exchange Commission. SEC Chairman Christopher Cox said last month at a public round table that his agency will take a close look at issues involving shareholder proxy access before drafting a proposal, which he expects to be unveiled this summer.
