An SEC open meeting scheduled for tomorrow will focus on the uptick rule, which was in effect from 1938 until securities regulators abolished it in 2007. The rule, which restricted short selling in a declining market, is viewed by many Wall Street watchers to have contributed to recent market destabilization.
