The SEC re-proposed rules that aim to boost the accountability of issuers of asset-backed securities that use shelf registration. The new plan adjusts the criteria the issuers must meet to obtain preapproval. Some of the issues raised in the original proposal, which was issued in April 2010, were subsequently addressed by the Dodd-Frank Act. Therefore, the SEC scaled back its original plan. The agency is accepting comment on the proposal for the next two months. Read the proposed rule.
