Founder and CEO of Foliofn Inc.

in Vienna, Va.

Power play: His method of investing is grabbing a lot of attention, from other startups to big mutual fund companies.

After serving as a member of the Securities and Exchange Commission from 1994 to 1997, Mr. Wallman last year launched Foliofn. It offers baskets of stocks called “folios” that let investors purchase fractional shares of companies. Buying shares that way lets investors own the stocks and better control the tax implications.

But based on its numerous partnerships and the fact that venture capitalists are still willing to back the company, chances are good that it’s here to stay.

Bottom line: It’s a good idea. Don’t be surprised if a big fund company ends up taking Foliofn into its fold.
